This series reflects the Governor's role as part of the State Board of Education in selecting the State Superintendent of Education. According to the Code of Alabama, the State Board of Education appoints the State Superintendent of Education. As Ex Officio Chairman, the governor is responsible for gathering a list of candidates for the Board's consideration. In 1994, The office of Superintendent of Education became vacant during Governor Jim Folsom Jr.'s term when Wayne Teague resigned. Beginning in November 1994, the Governor's office accepted letters from applicants seeking the position. The applications continued to arrive until March 1995 during Governor Fob James' administration. Afterwards, the governor's office presented a list of candidates to the State Board of Education for its consideration. From this list, the Board appointed Dr. Ed Richardson to the position of State Superintendent of Education. The series consists of letters of applications sent to the governor's office by individuals seeking the position of State Superintendent of Education. They include cover letters in which the applicants expressed interest in the position, resumes or vitas listing their qualifications, and other supporting documents such as letters of recommendation and photocopied articles. A few of the applicants' letters had "post-its" on them marked "A+", "OBE", "TECH", "x", or a check mark. The applicants marked "A+" were members or supporters of A+ educational reform groups. "OBE" perhaps refers to "Outcome Based Education". The purpose of the other marks is unknown. Records of significance found in the series are Dr. Richardson's letter of application, a letter recommending then Finance Director Jimmy Baker for the position of State Superintendent, a lettr recommending Dr. Richardson, and administrative files related to the selection process.
